The DVD Forum is actively considering the development of a Regional Playback Control (RPC) specification on HD DVD titles. We already have the system on most standard DVD players and discs; this is the HD equivalent. A similar policy is in progress for Blu-Ray.
Early HD DVD hardware, such as the new players from Toshiba, and the Qosmio G30 laptop, do not feature any region restrictions (kinda hard when there is no official standard).
That looks like it will change very soon.

Can't say i'm surprised even though it doesn't help stop piracy and again only annoys consumers much like the whole hdcp fiasco.
Looks like i'll be waiting for a multi-region hd-dvd/blu-ray combined player then.
